Could someone explain who were the people (workers?) in the large groups in orange suits in the overhead shots of the desert mountains? Thank you.

SES - State Emergency Services
These are the guys who clean up streets and tress branches and such after heavy storms, or as in the case of the movie, conduct manhunts for missing persons.
