First of all, the liquid metal exterior doesn't
turn
to liquid. It
is
liquid.
And when they're forming into a "solid" shape, that's arguable when they're at their most powerful, as they can suck victims into that metal, like the Blob. They're still fully "conscious" - or operational, when forming.
It would break out of a bowl.
They tried to freeze the T-1000, but the heat from the molten steal.
