That's not a high-and-tight or buzzcut, but it's close.
The cut isn't meant to "look good". It's to maintain hygiene, prevent lice, and for safety reasons. It's for similar reasons that women who have longer hair must keep it pinned up in a regulatory standard and fashion. They've loosened the requirements for women, which I think is a big mistake. Any time someone has their hair down/exposed, it allows a potential combatant to grab you by the head and control you.
