For some reason, I thought the highest rating was actually 4 stars, and the whole "5 star rating" was simply a matter of pomp.

incorrect.
There
are
5 Star Restaurants, and I've dined at one twice. I also dined at a restaurant in Lima, Peru in 2016 which was rated as one of the top 10 restaurants in the world.
