Well (my guess), just like the social media influencers are considered by some to be "artists", while they're not. So the quotes are here to say that they are not really what they are called. Probably MMC2 doesn't find him funny, so for him it's weird to call him a "comedian".

One of the funniest scenes in the show, was the episode in which Jasper Depew plays his ukulele and sings to Jethrine, in an attempt to court her (I added a time jump to go right to the scene).

I suppose that the rat in question is just crazy enough, that housing requirements are low on the list of priorities. Such a rat, might also be a trans-species voyeur as well
