I'm more about the actress and the role she plays than I am about a movie for the memorable aspect of a nude scene.
Setting, lighting, music and the story are all very important to a movie and that's why I watch them.
But women, well, they are a whole work of art unto themselves individually and nothing is more revealing, vulnerable and empowering than them being naked or compromised to some degree of dress.
So, it would have to be a toss up (Geddit!) between
Samantha Eggar

Diana Rigg
,
Helen Mirren
,
Felicity Kendal
,
Catherine Zeta-Jones
and
Karen Gillan
to skim across a few over the years

There was a brief flash of breast once during an episode of The Good Life which got everyone talking about it
As I said:
compromised to some degree of dress
It's not all about full nudity and her grinding whoever is under her with an orchestral crescendo and waves bashing against the ocean with burning logs in the fireplace
