Selective enforcement for certain groups of people has always been a problem in this country. We had to pass a series of laws in the 60's because of it and and soon as the supreme Court gutted those laws the same states who were restricting access to the polls immediately passed laws that according to federal courts, "targeted blacks with almost surgical precision." -

Alabama literally took the DMV's out of black areas as soon as they announced their voter ID laws. -

maybe the DMVs had to be moved for other reasons? such as too many lootings and robberies?

with some quick reading, it seemed that blacks were actually over-covered by DMVs in Alabama. so much so that it was actually unfair for non-blacks.
Governor Bentley reversed course and announced that DMV examiners would return to the affected counties one day per month
A 2017 Washington Post analysis found that after the partial reversal, there was no longer a statistical correlation between DMV availability and race, suggesting the changes mitigated the initial disparity

For the 5,000th time, it's not that they can't. It's that certain states will have no problem throwing up extra barriers to prevent certain communities from having easy access to them. Even if it only stops a few percent from being able to vote that's enough to swing a close election.
Then you get to throw in other obstacles like closing precincts in major cities so that people have to stand in longer lines. Or purging voter lists that tend to target people with non-white names and not notifying those voters that they were purged and also not allowing them to re-register when they show up to the polls only to find out they're no longer eligible. Or accepting something like hunting license as valid ID but not a welfare card. -
