For the 5,000th time, it's not that they can't. It's that certain states will have no problem throwing up extra barriers to prevent certain communities from having easy access to them. Even if it only stops a few percent from being able to vote that's enough to swing a close election.
Then you get to throw in other obstacles like closing precincts in major cities so that people have to stand in longer lines. Or purging voter lists that tend to target people with non-white names and not notifying those voters that they were purged and also not allowing them to re-register when they show up to the polls only to find out they're no longer eligible. Or accepting something like hunting license as valid ID but not a welfare card. -
