I don't think Roosevelt was in any rush to get involved in the European theater.
Roosevelt (USA) wasn't, but Japan was.
And the mutual declarations of war (Germany <–> USA) were then merely a formality.

Hitler didn't want that; but Germany had no other choice at that moment.
