I feel like it doesn't even know what universe it's in.
I was surprised to find out that like Joker, this is also an R-rated film, which, is confusing, as it defeats the purpose of why Joker had to be a stand-alone movie, if a movie with a character from DCEU in the same universe as Aquaman is r-rated.
I feel under normal circumstances, Jared Leto would have a cameo as Joker here, but WB doesn't want him back, so they're subtly leaving it loose-ended for now until they make a decision with what direction they want to take with the Joker. Yes, I know there's talks about a Leto Joker movie, and a Leto/Robbie Joker and Harley movie, but I don't believe they will never come to fruition.
Affleck and Cavill are both out. And Pattinson's upcoming Batman will be in its own universe, not a continuation Affleck's. So that means this is a universe without a Batman and Superman, for now. And WB isn't going to cast a new Batman solely for cameo appearances in DCEU movies.
So this as of now, is a universe without a Batman and Superman. WB is basically making it up as they go. Which really isn't a bad thing.
And, while technically, Robbie's Harley Quinn is in the same universe as Aquaman and Wonder Woman, I don't believe Robbie's Quinn will ever crossover in a film with them, or even reference them.
WB essentially doesn't have a universe anymore. I think were are supposed to, for the most part, ignore the events of Justice League, and Batman V Superman, Suicide Squad, and focus on future Aquaman, Wonder Woman, and Harley Quinn installments as being stand-alone films, or, in other words, without the characters specifically referencing those events.
What I gather from this is, even though Robbie has returned as Harley Quinn, I suspect this could be considered a stand-alone in its own right. Ryan Reynolds also returned as Deadpool in a somewhat loosely separate universe.
    Here is what I predict:
The Batman/Man of Steel events will be dropped completely from the DCEU. The only characters surviving from that are Aquaman, Wonder Woman, and Robbie's Harley Quinn.
Only Aquaman and Wonder Woman will share a universe together.
But Robbie's Harley Quinn will eventually be brought in to Phoenix's Joker universe. Remember, I called it when it happens.

Should a crossover happen between Harley Quinn and Aquaman or Wonder Woman, including any of the other DCEU characters, it's easier to introduce an R-rated icon into a PG fest than it is to adulterate a less risque creation.
      For example, in the
      Hercules/Xena
collaborations, it made more sense to have Xena be more light-hearted and playful in Herc's show. Otherwise, everything that his series values - family, wholesomeness and a hero to innocent youngsters - would be sacrificed to try to place him in Xena's darker, grittier atmosphere.
DC doesn't want to have to retcon their universe the way Marvel tried to force theirs, as if treating superhero properties like shoving toy building blocks into one of those plastic puzzle thingies, if we are comparing the two using analogies.
With Joker being the enigma that he is, it wouldn't be unexpected for him to have many doppelgangers at his disposal, which could explain the presence of Leto Joker.
