There is a scene where someone gets killed that looks particularly fake. You can tell it's a dummy. Nowadays, in big budget films, they'd use digital effects. They'd CGI the person's face into the dummy, or digitalize the blood onto the actor's face, omitting the need for practical effects.
At first you might think, why do the kills look so fake? Did they have budget issues?
    Then you realize:
The film is set in 1981. So they made the artistic choice to use 80s style special effects. Great stuff! All of Joker's kills use real effects, such as dummies, fake blood, makeup, and all that jazz. It's great stuff.
Don't get me wrong. It's not made to intentionally look fake. It looks like what you'd see in a Friday the 13th kill. It just stands out because it's a 2019 film in 4K, and we're not used to seeing that anymore.
