Batman and/or Superman to be exact.
This decision was made by DC long before now. It was made back in 2009.
DC was very successful with its DC animated movie line. Doomsday and JL: New Frontier were both really loved and made a lot of money.
DC decided to make movies based on Wonder Woman, Green Lantern, Batgirl, and Teen Titans.
In 2009 Wonder Woman and Green Lantern: First Flight were released, and they unfortunately didn't sell very well.
Warner Brothers decided they didn't do well because they didn't have Batman or Superman in them.
Batgirl and Teen Titans were cancelled and Warner Brothers decreed that all movies must have either Bats or Supes. Every movie since then has been Batman, Superman, or Justice League (which of course has both of them). There is one exception which I will get to.
Even films that were about other characters had to have one of the big two forced into the movie (Shazaam: Return of Black Adam was made into Shazaan/Superman: Return of Black Adam, for example)
When the Ryan Renolds Green Lantern movie came out Warner Brothers decided to give it another try and released Green Lantern: Emerald Knights in 2011. Both movies did poorly. Warner Brothers has not tried to take a gamble since.
If you go back and lookWonder Woman, GL First Flight, and GL Emerald Knights are the only 3 movies to not have Batman or Superman.
The Flash: Flashpoint Paradox was forced by WB to be called Justice League: Flashpoint Paradox.
Suicide Squad: Assault on Arkham was forced by WB to be called Batman: Assault on Arkham.
Aquaman: Throne of Atlantis was forced by WB to be Justice League: Throne of Atlantis.
Justice League Dark's title was left alone because JL is already in itbut WB made sure that Batman was front and center on the DVD cover.
Have you ever noticed that the people who say "DC is for adults and Marvel is for kids", are kids?

So the upcoming Wonder Woman feature film will apparently be the first DC feature film with neither Batman nor Superman in quite a while. Including either would be way too ridiculous -even as a flash-forward to the present (which would be completely foreign to the film and a total sellout,
please do not force Patty Jenkins to go there
..)- because the film is effectively a distant (historical) prequel.
If the film does not slump then WB might try losing the Bat and Superman again, when they are not required. If it does though, they will force them down our throats in literally every animation they make, even ones with characters totally foreign to them.

Yea, I love Batman but it's really getting ridiculous. The fact that we haven't even gotten a solo Superman movie is pretty surprising too. Even the solo films not attached to the current universe all feature Batman in some fashion. Doubt that will change next year as we have JL: Dark that we know features him, Teen Titans: Judas Contract that will likely have him at least in a cameo, and then a Batman/Harley film and another 60s Batman film.
I'm kind of hoping that Batman doesn't play a huge part in Dark and hopefully Teen Titans will perform well so they might be willing to expand their film slate some.
Though I do hope we get a Batman Death of the Family movie, and with this and Killing Joke getting R ratings shows they are willing to go darker so hopefully get a good film for that but hoping it will be the last Batman "solo" film until other like GL, WW, Superman, etc get their own films.

Not for a while, but there have been a few:

          Superman: Doomsday
          (2007)

          All-Star Superman
          (2011)

          Superman vs. The Elite
          (2012)

          Superman Unbound
          (2013)
I suppose we could even count (the awful)
          Superman: Brainiac Attacks!
, though it wasn't part of the DCUAOM series.

What I want to know is, if we're doing magic in this movie, why not include Dr. Fate? Is he too much like Dr. Strange and his recent movie?

Batman is only needed to help sell the DVDs. He's the DC/Warner cash cow so they generally lean on him even when its terribly unnecessary.

Never mind Fate; I was curious if we'd see the Spectre at all in this. If not here then maybe in a sequel.

He'll be back, they still have to do their ill conceived adaptation of the Titans Judas Contract storyline.

I totally see where everyone's coming from but I guess I'm biased because I'm a Batman fan, first and foremost. He was my first introduction into superheroes and as a kid (by contrast, I'm 30 now) I grew up with "Batman: The Animated Series" and "Batman Beyond." I wasn't really a Superman fan, though, and I can't even remember if I regularly watched his animated series (except for maybe during the "Batman/Superman Hour." Then I started getting a little older and I found interest in other things. (I also never read comics when I was younger and had migrated away from those shows before "Justice League" and "Justice League Unlimited," therefore I was never really introduced to any other part of the DC Universe at the time.)
So, now that I got that out of the way, I'm actually loving this new continuity and for those who don't like Jason O'Mara as Batman, I'm quite surprised. Yes, Kevin Conroy has been the voice of the Bat for nearly 25 years and he's loved and respected, but Jason hasn't replaced him Conroy is still Batman in Elseworld's tales and others not-in-this-continuity. There was a need for a fresh face when they launched this new line with "Justice League: War" and "Son of Batman."
I think his presence is required in this film (though, to which degree, I don't really know) because, as others have stated, he is the one who recognizes the supernatural threats that the JL are no match for; and I believe that he either knows or knows of Constantine and Zatanna, so for him to approach them in order to form a proper response team makes sense. And from what I've read once the team is formed, Batman takes the backseat to John Constantine, the Hellblazer, and it becomes his and his fellow mystical friends' show. (Though I could be wrong.) I think they're just marketing him, like others have said, and putting him up front with John in the trailers to help the film sell. I truly don't think it'll be just another 'Batman & Friends' movie.
Other than that, I've actually been a bit bummed lately that there've been no new plans to expand on Batman's Universe, post-Bad Blood (especially given that final scene). They're in a position there to tell such a great story about, not just Batman, but the Batfamily now that they're all in place. Instead, we're getting another "Batman '66" and the "Batman and Harley Quinn" movie next year that I'm presuming will be an out-of-continuity, Elseworld's tale. I'm getting off track now, so that's all.

I'm not the biggest O'Mara fan but he does a decent job. That said, I kind of wish they'd gotten Bruce Greenwood from
                              Under the Red Hood
                              and

to sub for Conroy in the video movies.

Batman was in the original comic arc too, just not in a starring role.

They're trying to attract people who only know the big three, the only reason WW isn't used in the same way is because she has the weakest fanbase of the three by a lot.
The top three recognized characters by non-comicbook readers are Batman, Superman and Spider-man in that order, they're milking it because they're in it for the short term gain just like everyone else in business since the last 30 years and don't care that they might exhaust their fanbase with the names.
                                        Light travels faster than sound,
                                        that's why people seem bright,
                                        until you hear them.

I haven't seen it yet, but I was really hoping he wasn't a major part of the movie.
