Why is Stein never Firestorm?

Why is it that whenever Firestorm is formed it is always Jackson and previously the other guy? Was there some reason given for this?

Basically, Jax or Ronnie are the drivers of Firestorm while Stein is the brain. Something along those lines.

I think early on in Flash it was postulated that Ronnie's (and presumable now Jax's) body was used for the firestorm matrix because it was physically fitter and Stein's mind was stronger.
