Basically, Jax or Ronnie are the drivers of Firestorm while Stein is the brain. Something along those lines.

I think early on in Flash it was postulated that Ronnie's (and presumable now Jax's) body was used for the firestorm matrix because it was physically fitter and Stein's mind was stronger.
