    I mean he should be. He is Cyborg's dad and would be a good supporting character that tries to connect with his son who is half-robot and more life-less now , and could help the JL with their technology and explain how he encountered a Mother Box.

        I have a guess that his reasoning to join the Justice League is only so that Steppenwolf doesn't take the Mother Box inside him out then killing him, and not really to protect the earth. Then he soon regains his humanity and personality back and tries to be a protector of earth for the league.
        He is like Dr Matthattan at first who doesn't care or value anything with his trancendent powers, but instead he gains his humanity and personality back.
        The only ones who should kill, are those who are prepared to be killed.

          yeah maybe? but the plot does include numerous scientists vanishing, leading to three of the members to meet Gordon on the GCPD roof, and Cyborg appears as a surprise shortly after.

            Probably. Cyborg looks to be a teenager in this film, so it would be kind of odd if his father is never shown to be concerned for his son at some point.
