In all the other films he just creates a perfect costume out of nowhere. This makes more sense.

I suppose but then it kind of takes away from Peter himself as a character. He's not using his intellect and skills to make it himself, he's getting it all from his 'mentor' Tony. At least he did the webshooters himself but still, Peter got by on his own without Tony in the original comics. Tony seems too shoehorned into this. And in the Raimi films, Peter doesn't initially make the 'perfect costume out of nowhere'. He makes several different designs until finally getting the perfect design.
