I like the new characters, but it seems they are being shoehorned into prominence over the characters that earned a second season in the first place.
In thish short of rashe, their is no shilver medal for finishing schecond.

Garber and Routh def seem to have smaller roles. I don't realize the point of the new guy or the new girl. Both are boring characters.

Garber has a big story line, he is practically in each episode with his drama. Ray is goofing around with every guy on the team now and crying for his suit. Both are the most over-explored characters.
Vixen is barely there and she is Justice Society member. I think she is the one wasted and pushed on the background. There is so much potential there.
Nate is the usual stereotype of a sexy guy who is actually nerd and wants to be hero and acts childish, who really needs that.

Still an improvement over Hawkgirl and Rip.

I think Nate is there to serve two purposes. One, the historian role is to compensate for losing Rip for the season. Two, he's there to fill in for Ray. Ray's armour came back just in time for the crossover but then he lost it again. I'm thinking they're looking to revisit Ray and we'll see a new take on his costume.
All roads lead to truth if you're willing to travel honestly.

Berlanti said last season that he wanted to have a rotating cast of characters, not the same heroes year after year. It makes sense to focus a bit more on the new characters early this season because we're already familiar with the old characters, just like they're giving a lot of attention this season to Wild Dog, Ragman, Mr. Terrific, etc. on
                Arrow
. Besides, somebody had to take the place of Hawkwoman and Hawkman. Relax. Rip will be back in a little while after Arthur Darvill returns from his sabbatical when he finishes filming a previous commitment in the UK, so things will get a little bit closer to how it was before.

i wonder if that's simply to save $$$ by using newer unknown actors or because not many characters from season 1 seemed to capture the attention and love of fans

I wouldn't say that. I think the show lost a few characters and has gained a few characters. I think the Firestorm duo seem to generally get the smallest screen time because the show always seems to be saving money on the budget by avoiding Firestorm.
