Isabella is based on Isabella Cheranova:
"During the No Man's Land storyline in the Batman comics of 1999, Batman clashed with a Russian assassin and secret agent named Isabella Cheranova, but codenamed Echo. Aside from being an expert marksman and hand to hand combatant, this Echo had undergone a surgical procedure called "The Turing Project" which implanted devices in her head which allowed her to telepathically read the thoughts of both humans and computers. However, the process left her unable to control these abilities so her own mind was constantly inundated with the thoughts of others and she suffered from constant headaches. Her first appearance was in Batman: Legends of the Dark Knight #119 (July 1999)."
Except instead of getting telepathic powers from this "Turing Project", she's another of Strange's test subjects, this time made out of Ms. Kringle's body parts. I think the Court of Owls have sent her to keep tabs on Ed and have some influence on Penguin, since he's now the mayor of Gotham. Some supporting points:

    • she was wearing a really high collar and long sleeves, with her whole body covered except for her face, perhaps covering up scars from when Strange put her together with the body parts
    • telepathy could be how she knew to say a riddle to gain Ed's interest
    • overall if you think about it, that whole introduction was too strange not to be a setup (she just happened to look like Ms. Kringle, just happened to feel so inclined to talk to Ed despite not talking to people much, and just happened to use a riddle as an introduction?)
    • Echo, her codename, is also the name of one of the Riddler's henchmen in some series

Thing is, how well preserve would her body be by the time Hugo got it?

My theory? She doesn't exist. Nygma is imagining her.

Both good theories. Damn, this is so interesting! So excited for more episodes!

Well, so I was wrong. Disappointing.

Arkhams Razor says Kristen Kringles dead ringer is Clayface hired by Tabitha to break up Oswald & Ed. Or this Isabella is Kristens long lost twin who is going to be the shows quasi-suicidal take on Bookworm. Wait Bella & Edward? This is a Twilight riff too?

But Pinguin talked to her. How could she be just Nygma imagining her?

Or Isabella will end up being one of Riddlers Henchwomen like he has in the comics, could be a different start for Query and Echo, with Isabella eventually becoming Query.
There is a resemblance in some forms of Query:
