The costume would not transition well to live action.
^ This. A thousand times this. To quote Smallville's Lois Lane in reference to that show's version of Aquaman: "The orange and green getup that you're wearing looks like a dolphin threw up on you."
I should note that David Cassidy didn't wear Mirror Master's traditional costume when portraying the character in the 1990 Flash TV series, instead sporting an all-black ensemble. Besides, it's been long established in this current Flash TV series that most crooked metahumans on Earth-1 don't wear costumes, so why would that change now?
We all have our problems, some just hide it better. -

Villains with costumes:
Reverse-Flash
Pied Piper (though he's no villain anymore)
Trickster Jr
Atom Smasher
Dr. Light
Zoom
Killer Frost (unless this is just Earth-2 fashion)
Death Storm (unless this is just Earth-2 fashion)
Reverb (just goggles)
Trajectory
Rupture
Black Siren and the rest of the Earth-2 meta-human army
The Rival
Dr. Alchemy
Villains without:
Both Weather Wizards
Multiplex
The Mist
Girder
Blackout
Rainbow Raider
Peek-a-Boo
Trickster Sr
Bug-Eyed Bandit
Everyman
Grodd
Deathbolt
Sand Demon
Golden Glider
Tokamak
King Shark
Vandal Savage
The Turtle
Tar Pit
Magenta
(I didn't include Captain Cold and Heatwave because their outfits are somewhere in between)
As you can tell, most villains do not have a costume. -

Cobi, still a cop out on Berlanti's part. He'd rather spend more time making calculated, safe statements in order to sound politically correct than translating a popular Flash character from the comics properly.
