I know they look incredibly similar, but Ragman is actually a character. He's like Marvel's Venom mixed with Ghost Rider. Ya know, without being in service to evil.

That's Ragman. Completely different character. Ragman strangles, Scarecrow uses fear. And Scarecrow appeared on Gotham.
