World's Collide suggests to me that it could be a cross over between DC Universe with the "Milestone universe" where the character Static exists (from Static Shock cartoon). Maybe it's based on the McDuffie World's Collide crossover back in the the mid-90's. However, since Static already appeared in JLU it's unlikely to be this, at least I hope it's not.
I want it to be a JLA and JSA (or maybe All-Star Squadron) crossover story. -

This is based on Dwayne McDuffie's "Worlds Collide" story that was set between Cartoon Network's
Justice League
and
Justice League Unlimited
. The adversaries are the Crime Syndicate of America from an alternate universe. The original story would have bridged
JL
with
JLU
. This new take removes it from the DCAU and has Hal Jordan as the story's Green Lantern.
More details have come to light, including some of the cast and crew: Bruce Timm (
Superman/Doomsday
,
Green Lantern: First Flight
) is executive producer. Lauren Montgomery (
Wonder Woman
,
Green Lantern: First Flight
) and Sam Liu (
Superman/Batman: Public Enemies
) are co-directors. All-star voice cast led by Mark Harmon (
NCIS
) as Superman, James Woods (
Ghosts of Mississippi
) as Owlman, Chris Noth (
Sex and the City
,
Law & Order: Criminal Intent
) as Lex Luthor, William Baldwin (
Dirty Sexy Money
) as Batman, Gina Torres (
Serenity
,
Firefly
) as Super Woman and Bruce Davison (
X-Men
) as the President.
The direct-to-video animated movie is expected to be released in Spring 2010.

"but why are they bringing in new voice actors ?? Is this a cost thing?"
If it was cost, they'd be using established voice actors, instead of engaging in celebrity casting. This is Warner Premiere trying to give the project a higher profile. They've done the same thing with many of the previous DTV movies.

But don't the buyers of thes DVD's and BR's want the SAME VOICES from earlier movies and the TV series ???
I want Kevin Conroy and Tim Daly and Clancy Brown not movie stars doing cameos for animation when they have a few weeks between gigs. -

The Warner Premiere DTV movies have all been stand-alone projects (so far). With no continuity from one to another, the opportunity is there to experiment with different voices suited to particular projects.

James Harvey, administrator for The World's Finest, has a rumored title for the next PG-13 DC Universe DTV movie to follow the February 23rd release of
Justice League: Crisis on Two Earths
:
According to unconfirmed reports and sources, the next title in the "DC Universe Animated Original Movie" line is
Batman: Under the Red Hood
, slated for a mid-2010 release. Stay tuned for confirmation and further details.
I don't know if this is the same project that ComicMix's Glenn Houman heard about at San Diego Comic Con when he reported a possible adaptation of
Batman: The Killing Joke
.
