Tons of movies have it.

They still make those. The landscape has just changed a bit since they want to appeal to global audiences more. Trends have also changed while you aren't quite the blank sponge of pop culture you used to be, so you haven't noticed all the new "personalities" that have cropped up, which in turn have watered down the landscape.

Before I name examples, let's define it more clearly. Personalities like Ernest and Pauly are pretty far from how they are in real life. It is just a ridiculous character and the narrative progressing is based on them doing silly things. We laugh
at
them. They are playing the role of the joker. Many people like stand up comedy for similar reasons.
However, in the sense that a movie is based around a personality/persona, that's most every big budget movie with a big star. An example would be Tom Cruise.
As far as movies with a joker, they are usually side characters or co-leads. One character will be the "straight man".
As far as an entire movie where we laugh at someone, that's not what Hollywood is pushing right now. They want you to feel small, fearful and insecure. They don't want you to have that sort of tension release. We've been in a reset where they are trying to repattern people's minds through psychic driving and trauma.
And yeah, those SNL movies people named above are good examples of what you are looking for. It's just that there isn't a lot of funding for certain kinds of movies. These movies are still being made in India and Russia for example. I find that when Hollywood goes through a cycle of sucking, it's time to look toward older movies or foreign films, or maybe even catch up on doing things irl.
