He has been erratic and out there for years. It's no secret he's a little off and has been for some time.
But he's legitimately brain damaged:

There's a reason he seems crazy: He is! He's also pushing 80. Stuff like that doesn't get better with age. I'm not one to defend sex offenders, but this is a very real thing.
