Sorry, but, to me Capra is an American, I know he's born in Italy, but that doesn't make him an Italian. If so, we could also insert here Scorsese or Coppola who have italian origins.

Fellini. No question. Hands down.
Bertolucci is wonderful in a way that's very different than Fellini, but his movies aren't paced quite as well.
Capra did light feel-good movies that became American formula, which were great and showed a lot about the way people should be, but Fellini was more provocative.
Leone was a great adventure director but can you really say the spaghetti westerns are any match for Juliet of the Spirits, Amarcord, or 8 1/2? -

Capra was American. He was just born in Italy.

Capra was Italian/American whom was born in Italy with immigrant parents
martin scorsese for example is also Italian/American, but he was born in USA to parents who were born in usa. his grand parents were immigrants.
