The sound effect I'm talking about sounds like a motorcycle or a horn. It always appears in scenes where there's traffic. It can be found in Burn After Reading when Brad Pitt enters Malkovich's car. Here
. It can also be found in Inside Llewyn Davis when Llewyn sits on a couch, about 35 minutes in. Any other films come to mind, let me know.
