The joke here is that Vlad is short, implying his eyelevel is equal to that of an average heighted person's kneecaps.
In isolation I would rate this joke 5/10 - average.
However an important piece of context is that Vlad is notoriously bad at taking jokes at his expense.
When factoring this into the equation this joke gets a solid 8/10.
