Because the film is set in the early 1900's and people weren't completely vain, unlike today's superficial society.
Nice try but I highly doubt such a generalization expains this matter. In the early 1900s the primary means of hair removal were straight razors and plucking. As these methods are dangerous or painful, less prominent hair was probably left alone. Besides, it is naive to assume that people weren't vain and superficial in the early 1900's. There was far more class/race/ethnic stratification then than there is now. -

Of course she has pubic hair! Women didn't start going Agent Orange on their natural thatches until decades later. Had Tara shown a trimmed pudenda folks would be pointing this out as an anachronism.
Hmm, given Elle MacPherson does have a shaved pudenda in keeping with her modeling work, she may have been wearing a merkin in her full-frontal scenes. Ms. Fitzgerald, on the other hand, probably had time to grow that glorious thatch. -

Well it's also my understanding that women didn't shave their legs either, until as hemlines on women's dresses became shorter and women's swimsuits have became more revealing, displaying all of a woman's legs and more, shaving the hair on the legs was primarily done by women in the western world.
I believe when the film "Sirens" came out Elle MacPherson even stated the director had her and the other women put on some weight to look more full figured and rounder like women of that period.

You know what I noticed that too, but all I thought was, "Hum she has hairy armpits." Move along follow story. I've seen and heard of many women not shaving and I find nothing wrong with but understand why some find it unattractive, because that is a part we see alot of. The thing that gets me most is the shaving of the privates and people that complain about that when it is again private. I hate when guys ask you to shave, they don't understand why you won't. Don't want to sorry. But anyway I hardly noticed it on her because there was not really very much there.
