Studios never stopped offering Garbo offers to return to the screen but Garbo refused. Also I think MGM would have had first dibbs as Garbo had an MGM contract and I believe it had time left on it..
Frankly, if Garbo gave an inkling she wanted to return the movie studios would have flooded Garbo with offers.
One role that Garbo almost returned was 'Modjeska' about the famed Polish artist -

Sam Spiegel the great producer who produced The Bridge On The River Kwai, Lawrence of Arabia, Suddenly Last Summer, The Wild One, etc with stars such as Brando, Hepburn, O'Toole, Guiness, Holden, Taylor, Clift, etc always had Garbo as an invited guest on his majestic yacht that sailed in spledored style, and gave Garbo essentially a blank check to pick the story Garbo wanted to return and the salary Garbo -who was rich rich rich in private life- wanted but Garbo always refused. One movie Spiegel had on the roster to tempt Garbo was Nicholas And Alexandra, his last film at Columbia.

I think Luchino Visconti wanted Garbo (along with Edwige Feuillre, Helmut Berger, Marlon Brando, Alain Delon, Sylvana Mangano and Simone Signoret) in his adaptation of Proust's " la recherche du temps perdu" but never directed it.

Garbo's friend, the producer Robert Frye, wanted her to play the lead nun in
The Trouble with Angels
, which was filmed in the mid-1960s. Garbo reportedly took an interest in the part but she eventually turned it down. Rosalind Russell got the part.
Fryer later asked her to play the aging Norma Desmond-type star in his disaster flick
Airport 1975
, but again she turned it down. The original Norma Desmond,Gloria Swanson, was cast, though she at first turned it down flat since she said there was no way she was reprising Desmond in a disaster movie. Everyone agreed that Swanson could instead play herself in the film -

Yeah, I read that Vanity Fair article written by Frye. Very informative.
I don't know how they could've ever though she'd accept a role in a disaster movie.

It would16d0 also have been intriguing to see Garbo play the mother superior in
The Trouble with Angels
, though even doing that film would have been beneath her.
I wonder what sort of roles she could have played in the various films that were produced in the decades following her retirement. She'd probably had played titled dowagers in movies with all star casts the contessa in
Ship of Fools
, or perhaps the mysterious Russian princess in
Murder on the Orient Express
(first offered to Ingrid Bergman but eventually played by Wendy Hiller!).
