I keep reading that "THE WOMAN" played by Claire Bloom is The Doctor's Mother, but I will argue that "The Woman" is in fact the Doctor's Daughter! In the episode "FEAR HER" the doctor told Rose he "was a dad once."
At the end of "THE END OF TIME" Part 2, At Donna's Wedding, Wilf asks the Doctor who the Woman in white was, he says nothing, but nods looks to Donna and Donna's Mother, Wilf's Daughter. Which to me, indicated, albeit subtly that this was in fact the Doctor's one time Daughter, forever locked in the Time war. -

In commentary for The End of Time part 2, it was confirmed by Julie Gardner in the later commentary that the Woman is the Doctor's mother; Russell T. Davies came to agree with the decision. As such, she is ab68lso the grandmother of Jenny and great-grandmother of Susan Foreman.
