Someone on YouTube moved into a flat, they cut the wire that connects the TV to whatever it needs to connect to to broadcast, showed it to the TV licence fee collector and they still charged him anyway, even tho it was impossible for him to watch ANY programming.

Follow the above instructions, on every YouTube account you have, and you'll be fine if it ever gets legal.
They can't charge you for watching HBO in the UK, can they?
You could watch it, you have the equipment to make that a reality, but you don't watch it. If you did there would be receipts in a ledger which would account for that.
Not your job to provide them, it's HBO's job if they wanted to know why you were watching their stuff and not paying them for the privilege.
If the BBC wants to try and colonise the Internet then Alphabet has the means to make that an option. Just like how they do with georestricted or adult content.
The onus isn't on you to prove anything. You are as innocent as a child who found a phone in that regard.
Just don't talk to any strangers at your door, basic advice. Call the bobbies if they insist as they are trespassing and harassing at that point. Pay that stranger no heed -

If someone were watching HBO in the UK, there would be records to support that.

You are right about that I guess lol. I say they are forcing us to fund them but a lot of people just refuse and there aint much they can do unless they can get into your home and prove you have a TV, but they need your permission to enter the home lol.
