Some good ones have been listed so far. I'm an early 90s baby and an avid cartoon lover so I was always coming across funny & weird ones. Here's some of my favorites (with some only beginning in the 2000s)..
    Rugrats
    CatDog
    Hey Arnold
    Invader Zim
    Danny Phantom
    Jimmy Neutron
    The Fairly Oddparents
    Chalkzone
    Avatar: The Last Airbender
    South Park
    King of the Hill
    Futurama
The Grim Adventures of Billy & Mandy
    Regular Show
    The Oblongs
    Archer
    Mission Hill
    Cowboy Bebop
    Rocket Power
    As Told By Ginger
    The Boondocks
    Daria
    Pepper Ann
    Arthur (Still airing I believe)
    Dexter's Lab
    Powerpuff Girls
    Home Movies
    Sealab 2021
    Aqua Teen Hunger Force
    Samurai Jack
    Johnny Bravo
    Courage the Cowardly Dog
    Ed, Edd, & Eddy
    The Venture Bros.
    Bob's Burgers
    Drawn Together
Pretty much anything on Adult Swim back then, lol.
Some might not be kid-friendly with the content they focus on, but they're alright for adults!

Oh yeah, "Kim Possible" is great! I'm afraid I haven't seen "Justice League" and "Grossology", and I don't remember "Powerpuff Girls" too well

          Justice League
          (
          https://en.wikipedia.org/wiki/Justice_League_(TV_series
          ) is amazing,
          The Powerpuff Girls
          (
          https://en.wikipedia.org/wiki/The_Powerpuff_Girls
) is amazing and funny, and
          Grossology
          (
          https://en.wikipedia.org/wiki/Grossology_(TV_series))
is funny and partially educational for a show that wasn't on PBS or on TV Ontario (a pubic broadcaster in Ontario, Canada.)

I LOVED The Adventures of Jimmy Neutron: Boy Genius when I was a little girl. Although I didn't know what a real crush was yet, I developed one on him lol. Why was life funny as us little children?
