Because it's focused on being formulaic (so as to make the most money) vs. creative. There's too much money in it, it's too well-controlled by a few people, and it has to be designed to get as many people as possible to at least LIKE it (or want to dance to it, vs. actually being moved by it) enough to buy it. Thus, the formula, and the sort of empty, shallow nature of newer tunes. Having music that really moves people is too risky; it's bad business, and make no mistake this is a business.
The few people controlling the distribution thing doesn't allow talented people to rise, and thus you only get whatever "inoffensive" crap they feed you.
It's like every other system or thing that makes money, really.
