Why has a movie this good been allowed to go out of print on DVD?

It is unconscionable that we have so many movies that stink readily available on DVD, and "Wuthering Heights" is not. You'd think Turner would help out in this.
Watching it on TV is no good either. The current print shown on TCM has horrible sound towards the end.
