Didn't he do something inappropriate to Arnold's friend but not to Arnold?
Which would make sense that the star of the show gets away just fine but not the guest.

Dudley was really stupid. Dudley’s Dad was just as dumb as Dudley. If I remember correctly Dudley’s Dad got cancer from smoking and just kept on smoking. Even worse when told he was terminal he let Mr. Horton adopt Dudley for a carton of cigarettes!
