I guess it depends on how you approach it. If you're looking for a Batman movie, it's BATMAN '89, and it isn't even close. BATMAN RETURNS is a great Tim Burton movie but a really, really bad Batman movie–the one that set that run of pictures on the road to ruin, with devolution to Adam West rubbish. For all its shortcomings (and there are several glaring ones), BATMAN '89 was the definitive live-action screen Batman for decades. Maybe it still is–it was 2022 and the Matt Reeves' THE BATMAN before it even had any serious competition for that title.
