Maybe he was hoping for some animated nip slip and it seemed likely since Mermaids.
It's hard to find good jerk off material when your mother only allows you to watch G rated cartoons.

Kids love violence and horror. Look at the old fairy stories.

Some Disney executive probably greased the palms of the MPAA in order to get a G rating for this film.
You've seen Guy Standeven in something because the man was in everything.

                  Pretty violent indeed.
There’s also the moment where Ariel turns human and is naked the waist down.

For pete's sake, Disney animated films have always been known for having their terrifying visual moments, ever since some kiddies went into shrieking hysterics over the witch in
Snow White and the Seven Dwarfs
. Even their classic live-action films have some moments that, if you think about it, might not logically seem 'G' friendly, like the sequence in
                    The Three Lives of Thomasina
, where the veterinarian dad heartlessly allows his daughter's pet cat to die of lockjaw. Disney knew kids have an acceptable 'scare threshold', just as adults do, and a measured amount of scary trauma is welcomed by them as long as everything is put right at the end.

My friends made me watch the Netflix Little Mermaid a few nights ago which has nothing to do with the original tale.

The Disney animated version tho… 10/10

It’s also weird Beauty and the Beast got a G rating partly because of it had alcohol
