When the bad guy is chasing Seagal out the hospital and he runs into the janitor and stops to punch him in the face. Classic.
When Seagal is running up the hill during training, arms flailing akimbo and that serious look on his face.
Mason Storm: We're outgunned, and undermanned. But you know sumpin'? We're gonna win. You know why? Superior attitude. Superior state of mind.

Mine is when Mason kills Captain Hulland, who turned out to be a crooked cop. Mason is choking the life out of the man after he snaps Hulland's forearms and Hulland is shouting, "I gotta tell you something! It'll change everything! It wasn't me, IT WASN'T ME!" But Mason doesn't wanna hear it because in his persona, a crooked cop is a dead cop, hence the quote that Mason quips after he's done strangling the man to death:
"Now you're a good cop!"

beep you and die" is better than the blood bank line, I think. The delivery is just brilliant, and it helps that he's just rammed a pool cue into a man's collar bone and then proceeds to kick him violently in the face.

I'm surprised nobody's mentioned this:
While Storm is still in a coma, Nurse Kelly says "I got a little surprise for you JD.." She walks away and comes back to his bed and says "Would you like a little pussy?" before holding up a kitten. So for about a second, you almost think she's about to nail him
It is a little weird that she looks at his penis and says "Puhleeeze wake up!" A bit too horny for a comatose patient, like she's gonna jump his bones the second he wakes up -

Great scene is the pool cue.
"I'm impressed." bad guy thinks he's nails and moves like half a step before being impaled. He seriously thought he'd give Seagal a run for his money and we're waiting for a cool punch up and get this hilarious treat. Classic, up there with Penn from US2 getting absolutely annihalated too, thinking he's well hard!! -

My favorite line by far is when Mason twists one of the bad guys hands up into that awkward wrist-breaking position and says "I remember you!!!" I think the situation helped to make that line great as well.

the funniest one me and my friends always crack up at is when he goes over to the closet when the guy is hiding in there (i forgot his name) and he pops out wiht a shotgun screams DIE! then shoots the gun. the way he said it is so funny
