"I'm gonna take you to the bank, Senator Trent; TO THE BLOOD BANK!!!" What does that mean??? Is he gonna shoot him and then donate his blood?

If you followed it good, you noticed that Senator Trent says: 'You can take that to the bank'. He means that voting for him would be as safe as taking your money to the bank.
Now Seagal says: 'i'm gonna take you to the bank, To the Blood Bank'.
He means that he is going to hurt him in a manner that he will only be good for the blood bank, he wants to see Senator Trent's blood.
      Do you understand?

Sorry that you are trying to find meaning in a mindless Steven Seagal movie. I was just pointed out the fact that the line was the dumbest thing I have ever heard. Also, no one was in the room with him and he was just remebering what he saw on TV, which at the time was off. So he was tough-talking a TV that wasn't on. Funny sh-t
"Where we're from, the birds sing a pretty song. And there's always music in the air."

                Fact:
Blood donations by Senators rose an astounding %300 after this movie was released.

A journey into the realm of the obscure:
