If you followed it good, you noticed that Senator Trent says: 'You can take that to the bank'. He means that voting for him would be as safe as taking your money to the bank.
Now Seagal says: 'i'm gonna take you to the bank, To the Blood Bank'.
He means that he is going to hurt him in a manner that he will only be good for the blood bank, he wants to see Senator Trent's blood.

Sorry that you are trying to find meaning in a mindless Steven Seagal movie. I was just pointed out the fact that the line was the dumbest thing I have ever heard. Also, no one was in the room with him and he was just remebering what he saw on TV, which at the time was off. So he was tough-talking a TV that wasn't on. Funny sh-t
