Let's not forget all those other quotes, usually preceding or following a cheesy scene.
"I missed I never miss"
The "You give me this beard" scene. Ugggh.
The overacting of the O'Malley character at the hospital.
Heck, anything Steven Seagal says in this movie falls into Velveeta territory. Worked for Cobra, or did it?

Cheesiest moment has got to be during seagals training montage. It's when he's punching this wooden board then the camera cuts away to kelly lebrock standing in the wind. She softly says, "Mason Storm," shaking her head in awe. HAHAHAHA!!!! Cheesiest scene ive ever seen!!!!!!

-that latin guy says something along the lines of "hey amigo, how hot is tu coche?" to which Seagal wittily replies, "Smokin'".
-the scene where Seagal miraculously discovers that Trent is the villian and says he will take him to the "blood bank" -

During the "escape from Ojai" scene, Kelly Le Brock is visibly traumatized inside the Jeep, but when the scene cuts to an exterior shot of the Jeep driving away, we hear an obvious dubbed-in line from her: "Oh no. I forgot to lock the door." ..THE HELL???
Take THIS, George Lucas! -

- (drum roll please) The cold blooded killing of one of the main thugs while the thug is begging for mercy. To make matters more cheesy, this scene takes place in front of a huge crowd in China town. I have a hard time believing the police wouldn't want to ask a few questions about that.
I'm watching the scene as we speak. This is what the thug said: "You're still a loser". Not my idea of begging, but ok.

It's not really a 'moment' per se, but I love the fact that in seven years, O'Malley couldn't figure out who was saying "You can take that to the bank" on the videotape, even though Sen. Trent uses that phrase in every speech.
And regarding the previously-discussed scene wherein Seagal beats on the guy in Chinatown: on the soundtrack, you can hear people in the background cheering for Seagal and booing the other guy. How did they know who to root for? Did they read the script?
And what fighting style was that Chinese guy using in the billiard room? I guess they taught him how to break a pool cue in half over his knee and yell real loud, and then he stopped showing up for classes.
