    Clark gets the gold shield because of one courageous act. It works out for the department because he ends up being a good detective but what if it hadn't? What if a crappy beat cop is a jerk but does something courageous - he just gets to be a detective? That sounds like a scary chance to take on someone that might not work out.
    Makes you wonder what Mike Richards did to become a detective or Eddie Gibson. Eddie Gibson is an example - he was night shift and seemed pretty clueless - but he gets promoted to Sgt then ends up back supervising the squad and we all know he's worthless!

      NYPD Detectives are discretionary promotions by the Police Commissioner.
      For the investigative track the promotion is achieved either by a heroic or other unusual act or legally required by performing an investigative function in excess of 18 months.
