I always assumed that Ray Bones (Dennis Farina) Opened the Locker and was arrested for it thus leaving Chili (Travolta) free to follow up on the film Project.
That is why they cut from Farina approaching the Locker to Keitel opening the locker as part of the shooting of the In Universe Film.
remember most if not all discussions of the in Universe film's plot cited actual events from their Universe, the faked death, the insurance pay out, the debt to the mob, said mob tracking him across country etc -

Disagree. Ray Bones opened it. The direct cut to Keitel in the movie is to note the passage of time and that Chili's movie idea is getting produced (not 'LoveJoy').
