Where do the smokers get their fuel from?

That's not going to work. The light weight hydrocarbons evaporate. The tanker would be left with thick goo. Converting that to light weight hydrocarbons requires knowledge in chemistry and they probably don't have it.

They get the electricity from the oil. They do this on all larger ships: they only carry crude oil for fuel and electricity, and refine it on the spot.
What I don't know is where they get the crude oil. From the first scene on the tanker I thought the smokers lived on an oil rig, which would have been cooler in my opinion. -

Yes, but you need either electricity or refined fuel to start with to get the whole process going. Just having oil by itself is useless. On modern ships, they would obviously start off with some refined fuel.

You can't nitpick this movie or you'll never enjoy it. There's a great story here, but things like how they get filtered cigarettes, fuel, how the water rose, how a child has a world map as a birthmark and other things has to just be accepted. Without those little things the movie would be very boring.
