This was probably done specifically to keep viewers guessing. Of course the second you see Ronny Cox, you think, "Oh! He did it. He was the bad guy in Total Recall and Robocop" You would NEVER think that Hawkeye Pierce is the bad guy. Good casting. Something similar but different was done in "Shoot to Kill". All of the suspects were played by actors who all played bad guys at some point in their careers which kept people guessing. -

I must agree that the film definitely is constructed in a way that you never suspect who the killer really is. Snipes gives one of his best performances as does Alan Alda, whose performance is positively chilling.

Check out THE OUTSIDERS, THE PERFECT STORM, and THE COTTON CLUB. The only reason you don't notice how bad she is in THE PERFECT STORM is because mary Elizabeth Mastrontonio is so much worse, she makes everyone else in the film look Oscar-worthy.

One major plot hole I also consider to be is the President's reaction to the blackmailing of his NSA (played by Alan Alda). The latter presented evidence which accused his son of murdering the girl and then the president just accepted it? Shouldn't his first move would be to confront his son ASAP? And this way he would get at least suspicious and demand further investigation, certainly not accepting his resignation at once!
