It can be fully translated into English and vice versathe problem is that some translations are better than others, not that the language is too hard to translate.

In that time (1996), on the beginning of speaking games (before playstation there was only super nintendo and etc), the voices itself used not to have deserved attention. Thats why it got ridiculous, no one in Capcom was really concerned about that.
Capcom never recorded any Japanese dialog, all of it was in English. They did it to immerse players in the setting which was a forest/town in mid-western America.
