Yes. He said, "Well done, son." because the main character (Luke) decided to do the right thing and walk away from everything, obviously not caring about the consequences.

It would be way to predictable if the senator was his father. "Luke, I am your father." I'm sure I've heard that line somewhere before.
It might make sense as to why Luke was chosen for the Skulls. Even though really the senator used Luke so he could gain control.
