In that scene where Streep explains why Washington will assassinate her rival on stage, and that Schrieber must be President in his dead father's place, Streep admires, praises and then, with a dark and passionate glare.tries to seduce her own son?
Is this scene inferring that she is imbalanced, incestuous or simply zealously megalomaniac? -

Of course they couldn't put this in the original movie but in the original novel it's revealed that yes, there is some kind of incestuous relationship between them. When it starts exactly I don't know because the writing about it was very vague, I kind of got the impression it only started at that one scene where she's with him.

I think that scene, creepy as it is, reveals how much in love with herself the mother is. Her son is an extension of her ambition. It seems her lust for power is satisfied in deviant way through that incestuous relationship.
