Well the actress was born in California anyway, but probably Chinese, yeah. Definitely not Japanese.
Here it says that she is Chinese, although maybe not the most trustworthy source.

Yeah, the song implied that she was Japanese. Was the restaurant Chinese, or just the waitress?
She still looks more Japanese to me than Chinese, but coming from California, who knows?
