Hill Street Blues is a good call. As with Southland, it made you empathise with and invest in the characters, rather than just follow the story.

HOMICIDE: LIFE ON THE STREET, one of the best television shows ever (imo). BOOMTOWN was close but short-lived and not quite as gritty.
DETROIT 187 was pretty good too.

Some people on the 19-2 board think it's similar. I can see it too.
19-2 is a Canadian cop show, based on a French Canadian show by the same name. It focuses more on characters than cop work. It's also very adult and very disturbing at times. I think there are too many sex scenes that are too graphic, but I keep watching, because some episodes arewow. -

Boomtown was somewhat similar and quite good. But I think it was cancelled after the 2nd season.
I like the Canadian show 19-2. But other than portraying the day-to-day life of Police Officers it's not really very similar.
But you should check out the movies End of Watch and Street Kings if you havent seen them.
