If you are born a psychopath perhaps, but this is an exception, not the general rule. Most people can have the ability to know what is appropriate behavior. Some may just act the way they do out of other issues like anger and rage that they haven't quite put a handle on. This could be fueled by alcohol and drugs.

That is a scary thought, if something as extreme as say Dahmer's nature can't be controlled.
If genetics make up who we are and how we act, then environment/culture is something that really needs to be worked on. Jeff's mother and father perhaps shouldn't have even been breeding. They weren't ready for him.

I guess his father's taxidermy hobby helped grow his fetish for viscera and he was clearly lonely and at odds with his sexuality. I think obviously not getting caught earlier encouraged him to be bold and to continue.
I don't know but it's hard to watch it without seeing him with a somewhat sympathetic eye.
